This information serves as a guide for those who need to import and declare goods in connection with events, exhibitions, and other activities at NOVA Spektrum. Feel free to contact NOVA Spektrum Logistics (+47 40 00 02 67) if you have any questions or need practical assistance.
Each year, we facilitate various trade fairs and events with exhibitors from abroad, or exhibitors who need to import goods for use at these events. It is the responsibility of each exhibitor to follow the applicable regulations in this area.
Temporary Importation
Temporary importation applies only when the entire shipment is to be returned to its country of origin after the event ends.
ATA-Carnet
The ATA-carnet is the easiest and safest way to declare goods for international transport. The carnet is filled out in advance and stamped by customs upon border crossing. After that, the goods are cleared for intended use.
Check with your local ATA-carnet issuer to see if you can use this for your shipment, what conditions apply, and what the costs are. Make sure to plan ahead, as it typically takes 2-3 weeks to issue an ATA carnet.
An ATA-carnet is usually valid for one (1) year, and you manage when the goods should be transported. The carnet serves as a customs document in most countries and can be used an unlimited number of times within the validity period.
Temporary Importation
If the exhibitor has a Norwegian subsidiary, NUF, or similar, that is VAT-registered, these should be used as the importer. Alternatively, a partner or distributor can also be responsible for the importation.
If the exhibitor does not have the above-mentioned, the goods may, by agreement, be temporarily accepted at NOVA Spektrum AS. NOVA Spektrum will then guarantee the VAT and any customs duties. Please note that a fee will be charged for this. We do not accept goods that are temporarily imported in our name being forwarded to other events in Norway before re-exporting or returning them to their country of origin.
For temporary importation, an invoice must be issued showing:
- Sender
- Receiver
- Delivery address
- All goods in the shipment with weight, value, and HS code
- Clarification that the shipment is temporary and the reason for this – e.g., “Temporary import for exhibition.”
- Shipping terms must be DAP or DDP.
Ordinary Importation
All goods that are to be given away, sold, consumed, distributed, or discarded after the event must be imported through ordinary customs procedures, and VAT as well as, for some goods, customs duties and fees, will apply. These costs must be covered by the exhibitor unless otherwise agreed.
For Norwegian Exhibitors or Foreign Exhibitors Registered in Norway
The exhibitor is a Norwegian company, or the exhibitor is registered in the Brønnøysund register (does not need to be VAT-registered) with NUF or similar. The same requirements for invoices apply as for an ordinary trade invoice. The buyer should be the exhibitor’s Norwegian company, with NOVA Spektrum as the delivery address. The VAT invoice must be sent directly to the exhibitor.
To foreign exhibitors not registered in Norway
The same invoice requirements as for a standard commercial invoice apply. However, the invoice must also include the EORI, VAT, or TAX number. The invoice should be addressed to the exhibitor with full name and address, and NOVA Spektrum as the delivery address. NOVA Spektrum will cover VAT and customs duties, and these costs will be passed on along with an administration fee.
Note: We need to apply for a TRK number (similar to the EU’s EORI system) and must have Power of Attorney to do so. Standard text: “We,____, hereby give NOVA Spektrum permission to apply for a TRK-number on our behalf.” The POA must be on the exhibitor’s letterhead and signed.
Please note the following:
We cannot handle the customs clearance of alcohol and/or tobacco. For shipments of fresh food (meat, fish, fruit, vegetables, grains, etc.), please check with Norwegian customs authorities well in advance before shipping. It is the sender’s responsibility to ensure that all certificates and permits are in order before arrival at the border.

Feel free to also check the Customs Authority’s import guide for beginners to learn more about importing. The guide clarifies that goods which will not be returned in the same condition must be cleared through customs. Therefore, carefully consider whether your shipment qualifies for temporary or permanent importation.
